Good enough for me. in game press: alt + tilde key or backtick key , then type: config.cheat_mode 1 then press enter. This worked, but I can only use the console command cheats. Remove the equals sign. (Config.cheat_mode 1) should be how it looks. Edit: Missed the detail that you edited the file in documents.
