Here was my resolution: For months users RANDOMLY will get a WSD Port assigned to their printer, Microsoft decided to give WSD Priority over TCP IP Address so each time this happened users randomly will be unable to print, specially if you are working with Citrix, here was my resolution:
Open the Devices and Printers control panel. 2. Right-click on the printer that you want to update the IP address for, and then select Properties. 3. Click on the Ports tab, and then click the Configure Port button. 4. In the configure port window, change the IP address in the Printer Name or IP Address field. 5.
Then go to the Settings or Network page and change your printer’s network to a static/manual IP address. Finally, type in the new IP address. How do I locate the IP address on my printer? How to find a printer’s IP address (Windows 10) Open Control Panel > Hardware and Sound > Devices and Printers. Right-click the printer and select
Setting the Static IP. 1. Open your web browser and type the printer's IP address into the URL field. 2. Log into the Network Utility using these credentials; User: root Password: public (if there is a need). 3. In the left side menu click IP Parameters and select static.

2. System/Computer Has been restarted, check on the Registry once again (for the Shared Printer "PORTS" IP Address settings) the IP is 192.168.1.100 still in the registry which is good. Check the "HP ColorLaserjet" Printer Properties with the previous IP Address of 192.168.1.150, on the "Port" the previous IP Address which is 192.168.1.150

Press and hold down the "Continue" key to reset the printer to its factory default values, including the option to automatically request an IP address using DHCP. 4. Press and hold the "Cancel

5. Select Create a new port and select Standard TCP/IP Port and click Next button. 6. Under Device type, select TCP/IP Device. Under Hostname or IP address, enter the printer's IP address. Click Next. 7. Select Hewlett-Packard from the list of manufacturers and select and select your printer model. Click Next.
